Peter, a city staff member presenting the item, said the city's current payroll processing requires significant manual effort, particularly for recreation staff who frequently work offsite. He gave cost details: "The current minimum time that we're spending on payroll is about $1,100 in labor time every pay period. So that equates to about $29,000 a year," and staff estimated conservative payroll-related savings of about $680 per pay period (approximately $17,000 annually). The recommended vendor quoted a one-time implementation charge of $10,500 and an ongoing annual cost of $7,200 for up to 160 users.
Council members asked how part-time recreation employees would be verified and how approvers could access department reports. Peter said part-time employees will have employee credentials to log into the app and approvers will have dashboards for reporting; geofencing is available as an optional feature for on-site verification but is not required. After discussion the council moved, seconded and approved Resolution 26-04 on a roll-call vote; the transcript records recorded 'Yes' votes from Council members Stevens, Smythe, Howe and Peterson.
