Elected officials and commissioners pushed back that the city does not own these parcels and that any change would require property owner cooperation or developer‑led assemblage. Staff said the exercise was illustrative — intended to show options for a future re‑grid and new public space — and that the handout’s fiscal numbers are gross estimates to be refined in later scenario testing.
