Consultant outlines City Center master plan process and three scenarios

Nathan Davis, a consultant with Downtown Redevelopment Services, opened the presentation by describing the project goals: "So the purpose of the project is to create a small area plan to define land use and redevelopment direction, for the city center area," he said. He told the joint South Park City Council and Planning Commission the effort builds off the city’s general plan and will move from baseline analysis to three conceptual scenarios and, later, a preferred scenario that includes implementation strategies.

Davis walked attendees through the study area — roughly centered on the Big Lots site and commercial frontage along Washington — and explained the handout prompts that asked commissioners to weigh inclusion of specific parcels, height bands and connectivity options. He emphasized the work is at an early, conceptual stage: fiscal and absorption numbers in the handout are gross estimates to be refined in subsequent analyses. Staff said scenario testing will next evaluate parking demand, infrastructure capacity and stormwater retention before drafting a preferred scenario for public review.
