Resident tells council short-term rentals are driving neighbors away

Joseph Scambato, introduced himself as a South Ogden resident, used the public-comment period to press the council on short-term rentals, describing repeated neighborhood disturbances and HOA limits designed to keep rentals long-term.
"I don't believe that anybody who has a short term rental... has a vested interest in the property itself," Scambato said, describing past experiences where short-term rentals hosted large gatherings, violated rules, and changed neighborhood character. He said his HOA permits no more than four rental units and requires one-year minimum leases, and he asked how proposed changes would affect private communities with private roads and self-funded services.
The mayor and staff responded that the planning commission will revisit short-term rental regulations (meeting referenced for Feb. 12) and that any ordinance proposals would later come before the city council. Staff noted residents have opportunities through public hearings and public comment to have input, and council members encouraged residents to contact state legislators about bills that could affect municipal authority.
