Staff introduced an environmental scan and asked small groups to list strengths, weaknesses, opportunities and threats. One table reported "consistent revenue stream" and "strong community support," noting the benefit of a diversified tax base; a participant added that institutional knowledge across departments is a notable asset.
Attendees said those strengths should shape strategic priorities and inform readiness to pursue opportunities. Staff noted that some items in the plan are archived when completed and that initiatives should be focused and measurable so they translate into projects and budgeting.
