During the meeting’s later business, a council member moved to appoint Robert J. Sproll of Harrison & Johnston PLC as town attorney effective immediately, subject to contract approval. The motion was seconded and carried by voice vote.
Earlier the council also made motions — citing sections of the Code of Virginia — to convene closed meetings to interview prospective public-body appointees and to receive briefings on actual or probable litigation, specifically an update on a petition for declaratory judgment filed on Oct. 7, 2025. After the closed sessions the council certified compliance with Virginia’s open-meetings provisions.
The appointment is subject to contract negotiation and formal approval; staff listed the town attorney, acting town manager and other staff as invited attendees for the closed meeting. Council members then certified that only matters properly exempt from open-meeting requirements were discussed in closed session per Virginia law.
