The commission approved PCUP2024‑003 on Sept. 9, allowing Diamond Massage to relocate into an adjacent suite (5A) at 27500 Marguerite Parkway.
Staff explained the proposed configuration includes five single massage therapy rooms, two couples rooms, a chair massage room and a foot massage area; proposed hours are 10 a.m. to 9:30 p.m. daily. Staff said the center’s parking supply meets the city’s requirements and that the existing business has operated at the location since 2013 without parking problems.
Applicant Lijin Zheng confirmed acceptance of the conditions in the draft resolution. Commissioner (speaker 6), who visited the site, said patrons reported positive experiences and that the operation appeared legitimate and longstanding.
The commission approved the conditional use permit with the conditions adopted in the staff resolution, including maintaining the weekly visiting medical/chiropractic oversight and standard operating and signage conditions.
What’s next: The business may proceed with the relocation under the terms of the approved CUP and must continue to meet the conditions of approval.
