Task force demands clearer plan, timeline and documentation as $350M rebuild funds remain unspent

"I see $350,000,000 just sitting here, waiting on somebody to use it," one commissioner said, characterizing the panel's impatience with the pace of implementation. Members repeatedly asked why more documentation — program plans, construction budgets, a clear footprint and assumptions that explain the difference between the $350 million and a figure cited in the CIP ($508 million) — had not been provided.
As next steps, the task force directed that Mr. Van Turner be given the opportunity to produce a detailed development (project) plan and that the Inclusive Economic Development Committee be fully constituted; the chair set a target to receive the plan at the next meeting on January 3. The task force also reiterated that no invoices paid from county funds will clear without compliance with Shelby County purchasing guidelines and that administration and Regional 1 must deliver the requested program‑level documents that justify construction cost estimates and schedule assumptions.
