Electric City council authorizes legal action over outdated wastewater ILA with Grand Coulee

Council members told staff they have lingering concerns about the SJ Environmental contract and the governance of the shared wastewater treatment facility with Grand Coulee.
Clerk Peggy Nevsimal was tasked with forwarding WWTF JBO meeting minutes to the city attorney to support review of an outdated interlocal agreement (ILA). After discussion, the council voted to "proceed with seeking a legal judgement to resolve the dispute" with Grand Coulee after the counterpart declined mediation or arbitration (M/S Gilbert/Buche). The motion carried by unanimous consent.
Council members said the move is intended to compel resolution of responsibilities tied to the WWTF and to address contractual and governance gaps in the existing ILA. Mayor Martin also reported a Feb. 18 meeting is scheduled with Grand Coulee leadership to continue discussions on related billing and operational disputes.
