Commissioners framed the choice as primarily fiscal and operational: the incumbent proposed a revenue-share model tied to 12% of adjusted gross sales, while a competing proposal from Johnny's Pour House offered 10% of net profit and a lower guaranteed minimum. "12% of gross to the village is much more substantial than 10% of net," one commissioner said during deliberations, citing the difference as pivotal to the decision.
The commission did not finalize contract language. Staff and commissioners asked that a recommended contract be returned to the village board as an agenda item with clarified terms on minimum payments, adjusted-gross definitions and reporting requirements. The commission also discussed the timing and potential length of a future multiyear contract but left those details for subsequent negotiation.
The recommendation is advisory; the Village Board will make the final award and can accept staff changes to the terms. The commission expressly asked staff to set a short negotiation timeline so that the operating party and the village are not left without a signed contract as the summer season approaches.
