Corey Whorsham said the chart groups cities by those that use a ceiling (which freezes a qualifying owner's taxable value at the lower levy year) and those that do not; he pointed out Garland is in the middle of the comparison and does not use a ceiling. "Those cities with the purple, they do not carry a ceiling, as with the city of Garland," Whorsham said.
Council and staff discussed how different mixes of ceiling and exemption types affect who benefits (seniors on fixed incomes vs. higher-value homeowners who benefit more from percentage-based homestead relief). Staff offered to include more comparative detail in any follow-up analysis requested by the committee.
