Garland pursues seawall, docks and a waterfront boardwalk with Texas Parks and Wildlife grant

City staff described a waterfront package the city hopes to bid as part of a Texas Parks and Wildlife (TPWD) grant: seawall reclamation, boat-ramp and courtesy‑dock improvements, and a rebuilt parking lot to stop erosion and reconnect trail access. "We're still in kind of an approval phase with Texas Parks and Wildlife on this grant," Andy Hesser said, noting multiple state and federal reviews remain before construction estimates are final.
Hesser said the grant process is two-step: an initial design award and a later construction award, with fifty‑fifty matching funds. "The original piece was for design is like $250,000 and then the 2nd is you're eligible up to 1000000... They're matching grants, fifty‑fifty," he said, adding that pre‑COVID cost assumptions will likely change. The board discussed locating docks near restaurants for better restaurant access and the need for breakwalls and engineering to protect floating docks from wave action.
