The Garland Plan Commission unanimously approved a specific-use permit and concept plan for a car-wash redevelopment at 3401 West Buckingham Road on April 13, voting to grant a 15‑year SUP and require removal of the existing pole sign and the other staff conditions. Planner Kalyan told commissioners the site has operated as a car wash since 1988 and that proposed work would reduce the building footprint from roughly 7,669 square feet to approximately 5,938 square feet while adding landscaping, improved circulation, upgraded vacuum areas and new signage.
Applicant Paris Cara, who identified himself as the owner of a small, family-operated car-wash group, said the project will convert the location to a self-service model, retain local jobs and 'help modernize and beautify this corridor in the city of Garland.' He estimated the redesigned operation could accommodate roughly 120 cars per hour and said the company planned to retain about 16–18 employees. Commissioners asked about dumpster location, vehicle egress, and vacuum-stall counts (the applicant estimated about 29 vacuum spaces); staff said any unresolved dumpster placement would be reviewed through alternative compliance. Several commissioners said the updated circulation and removal of the pole sign should reduce conflicts with neighboring driveways. Commissioner Cornelius moved to approve staff's recommendation for a 15‑year SUP; Commissioner Abel seconded and the motion passed unanimously.
The approval requires compliance with the plan and the staff conditions, including removal of the existing pole sign and installation of a monument sign meeting GDC standards. The applicant had requested a 30‑year term; staff recommended 15 years based on recently adopted guidelines and the commission adopted the staff-recommended period. The project proceeds to any required administrative follow-up and eventual permitting.
