County outlines $89.8 million capital plan for FY26 with education as largest share

Danielle Russell, acting capital and grants management specialist, presented the county's capital improvement plan for FY26 and said total projected capital expenditures are $89.8 million.
"The largest share of expenditures is education at $33,200,000, or 37%, followed by public works transportation at $18,200,000 and enterprise fund at $18,100,000," Russell said. She noted that 49% of capital funding is expected to come from debt and 34% from external grants.
Russell's overview highlighted that school capital projects include $33.2 million of which $22.8 million is anticipated from grants. The presentation positioned CIP spending as a mix of debt and grant financing and emphasized long‑term investments in infrastructure and facilities.
