Planning Commission urges Selectboard to delay Tier 1B opt-in decision until March 25

Planning Commission members Tony O’Meara and Larry Scott asked the Selectboard to table a decision on whether Newbury should opt into Tier 1B, citing a Two Rivers Ottauquechee Regional Commission (TRORC) deadline at the end of March and the need for more research. The Planning Commission requested the Selectboard defer action until the March 25 meeting to allow time to check town zoning regulations and explore potential incentives.
O’Meara said Tier 1B would apply only to developments under 50 units and that he believes it would have little effect on much of Newbury, though he raised uncertainty about whether a town could opt back out if circumstances changed. The Planning Commission noted Wells River Village appears inclined to opt in while Newbury Village does not, raising questions about how differing village preferences would be handled.
