The consultant highlighted connectivity constraints in the I-20 corridor and recommended pursuing dedicated access from Interstate 20 and/or State Highway 360 to improve connectivity for several opportunity sites, including parcels near the outlet mall and the long-vacant former Kohl's on Carrier.
"Having some sort of dedicated access from Interstate 20 and or 360, would really improve the connectivity and access to this site," the presenter said, and noted that implementing such access would require a higher level of coordination with TxDOT and potential public investment. The briefing also referenced crash 'hot spots' concentrated along I-20 and other high-capacity corridors and tied mobility recommendations to the bicycle master plan and transit options (Via and the Grand Connection).
