Council Members Mike Braegger and Jacob Bodily moved and seconded the motion to adopt the budget; the motion passed unanimously. Council members directed staff to return for a work session to examine rate structures and revenue alternatives; a follow-up work session on budget details was scheduled (the council also set a separate budget work session to continue truth-in-taxation discussion).
