Staff presented an updated Halloween Point Park master plan and commissioners directed staff to send the draft to agencies for review and schedule a public hearing for May 21, 2025. Stephanie Sperling, the park planner, said the draft (prepared with consultant Murphy & Dittenhofer) reflects public input from a fall 2023 survey that drew more than 2,000 responses and recommends improvements including resurfacing Bermudagrass fields, adding a synthetic turf field, a paved walking path around the park, improved baseball infields and dugouts, a new pavilion, a tot lot and potential in‑ground skate park.
Sperling recommended that staff either send the plan to agencies for review and schedule a public hearing or make changes and return for further review. A commissioner moved to direct staff to send the plan to agencies, set a May 21, 2025 public hearing and notify agencies and adjoining jurisdictions at least 60 days before the hearing; the motion carried on a voice vote. Staff noted a privately leased portion of the park is not part of the master plan.
