Shelby County commissioners approved a $250,000 grant request on Oct. 9 to support an expansion by Pure (PEER) Youth Athletic Alliance, an organization that operates a residential, sports-integrated academy for at-risk young men.
Dominique McKinney of the mayor's office framed the proposal as an investment in a program that couples academics and athletics. John Galwin, the organization's board chair, described outcomes the program has achieved: "Since 2011... he has 23, 1st time college students that have graduated from Pure that are currently on full scholarship," he said, noting an 82% matriculation rate to college for graduates and a plan to expand residential capacity from about 30 students to multiple phases that could reach 250 at full build-out.
Commissioners discussed ARPA funding and asked staff to make the ARPA source explicit in the caption. After questions about project timing, performance and reporting, the committee recorded seven aye votes and moved the item forward with a favorable recommendation.
Why it matters: The grant taps ARPA funds to support a locally based residential education program that leaders say produces measurable post-secondary outcomes; commissioners stressed the importance of clear funding captions and timely expenditure to meet ARPA deadlines.
