Jamita Swearingen, the Shelby County Circuit Court Clerk, told commissioners the office needs four full-time positions restored and targeted payroll increases to retain staff and manage appeals and collections. "These 4 FTEs are very vital for us," she said, describing workload and the need for an accounting specialist and appeals specialists to sustain operations.
Administration officials pushed back on the timing and funding. Michael Thompson, director of budget and fiscal planning, told the commission the clerk's office "does not generate enough revenue to fully support its operations" and cautioned about county fund-balance targets. Human Resources Director Gerald Thornton flagged a pattern in which elected offices reduce and later seek to restore positions, raising risks for countywide compensation compression. Multiple items were referred to the Oct. 23 Budget & Finance committee for fiscal review and to allow staff to provide additional analysis.
