Committee approves $4.7M courthouse renovation contract; vendor exceeds MWBE goal

A Shelby County public-works committee on Oct. 9 recommended approval of a contract to renovate the courthouse building at 140 Adams Avenue in Memphis. The administration asked the committee to amend the FY2025 capital-improvement plan and approve a contract with Barnes and Brower Inc. not to exceed $4,712,188 for structural repairs, roof work, HVAC replacement and restroom upgrades.
Nicole Austin, administrative support services, said procurement vetted the project and the recommended contractor exceeded the county'set MWBE participation goal. "Barnes and Brower demonstrated their ability to perform the services within the scope of services, and they exceeded the goal by providing 39% participation by way of electrical, HVAC, and painting services," Austin said.
The committee moved and seconded the item and recorded five aye votes. The clerk tallied the vote, and the item was referred with a favorable recommendation to advance through the budget process for appropriation of FY2025 funds.
Why it matters: The project will address long-standing maintenance needs at a downtown county facility used for multiple circuit courts. The vendor's reported MWBE participation is notable for the county's inclusion goals.
