Commission forwards recommendation to create 2,205-acre Agriculture Protection Area

On June 18 planning commissioners voted unanimously to forward a recommendation to create Agriculture Protection Area APA26-02, a collection of parcels totaling about 2,205 acres across Riverside, Fielding and north of Garland to Plymouth, after staff and the applicants (the Capeners and neighbors) completed prior rezones to Agriculture Heritage Zone (AHZ).
Staff outlined the APA criteria: effect on county planning policies, whether land is zoned for agricultural use, current agricultural use, viability for agriculture, existing or proposed farm improvements, and anticipated agricultural trends. The APA would protect landowners' agricultural zoning such that any county-initiated rezoning would require the landowner's written consent. Commissioner Jennifer Jacobsen moved to forward the recommendation; Commissioner Jared Holmgren seconded and the motion passed unanimously. The planning commission will send a recommendation letter to the county commission for final action.
