Commissioner Robert Baldwin told the board the county has undertaken a three-year process researching options for the Rugg Pond dam, evaluating repair and removal alternatives and consulting state agencies and fisheries stakeholders. Baldwin said studies and available funding led the county away from repair and toward removal as the preferred path.
Tom Vitale of Conservation Resource Alliance described the evaluation process used to rank engineering firms and recommended Inter-Fluve for the design phase; he said Spicer Group ranked second in the committee's ratings. Commissioners discussed next steps for design, financing and an estimated 2–3 year project timeline from design through completion.
