The Kalkaska County Board moved forward on materials-management planning at the Sept. 10 committee meeting, approving multiple motions to keep the Materials Management Plan (MMP) work on schedule. Commissioner David Comai moved to approve an RSS contract from Oct. 1 to Dec. 31, 2025 in the amount of $9,612; the motion was supported by Commissioner Scott Matley and approved by consensus.
The board also affirmed the MMPC leadership (Chair Scott Matley, Vice Chair Terry Sibole, Secretary Renee Penny), adopted the MMPC bylaws, designated Interim Administrator/CFO Patrick Whiteford as the committee’s primary contact, and approved a $25 per-meeting MMPC per diem to be paid from the county recycling budget and reimbursed by state funding. Commissioners discussed who should chair the committee and statutory experience requirements; Baldwin said he would follow up with counsel on mileage provisions. The written Materials Management Plan is due to the State of Michigan in July 2027; the board approved submitting the Materials Management Work Program as presented.
