Council adopts HEDC road‑construction process over concerns about legal review; motion passes 4–3

Council considered a proposed process for the Hutto Economic Development Corporation (HEDC) to build road projects benefiting the city. Staff presented a detailed policy document describing roles, thresholds and implementation steps; the draft ran to dozens of pages.
Several council members, including Council member Gordon, objected to approving the document without legal review. Gordon said he was “really uncomfortable passing a process…that hasn't been vetted” and asked staff to delay the item until city legal and the HEDC legal counsel had adequate time to review. Other members said the document represented a necessary first step to get projects moving and that subsequent amendments could address legal comments. After motions and extended debate the council approved the process by a 4–3 vote.
Opponents asked staff to track and implement legal fixes and to return with corrected versions as needed. The city manager said staff would use version control to make further amendments and indicated the contract counsel will be involved in drafting and review for subsequent implementation steps.
