Downtown Hutto Business Association outlines events, seeks clearer access to city incentives

Gracie Matthews, speaking for the Downtown Hutto Business Association (DHBA), gave a quarterly presentation on the organization’s progress and asks.
"We define it as East Of Coop to Fritz Park, and we created bylaws," Matthews said, describing a membership of roughly 30 businesses and the association’s three committees for events, finance and executive matters. Matthews highlighted a shop‑small/tree lighting event and a joint city tree lighting planned with Parks & Rec on Small Business Saturday and said the DHBA will register as a nonprofit and join Texas Downtown for benchmarking and networking.
The DHBA’s main request was procedural: clarity on how the association and downtown property owners access three city programs referenced in the packet — a property tax rebate policy, a historic preservation tax freeze for registered properties and a façade‑improvement grant program. Matthews said the group believes the current eligibility criteria in the city code are difficult to operationalize and asked staff and council to work with DHBA members to craft practicable application criteria. Council confirmed staff will bring the policies forward for a December agenda item and discuss options to involve DHBA members and property owners in drafting application guidelines.
