Director Shagnon described the HAWC (high‑intensity activated crosswalk) proposal to address frequent mid‑block pedestrian crossings between the Youth Athletic Park and Lake Mission Viejo, where overflow parking generates heavy foot traffic. "It's only activated when there's pedestrian traffic," Shagnon said, adding the device avoids installing a full traffic signal and will activate on demand so traffic flows normally when not in use.
Mayor Pro Tem Riche and staff said the measure responds to requests from lake and park users and will direct crossing activity during concerts and other events; the council authorized the construction bid process and approved the item unanimously.
