Board approves budget amendment to cover down payment for proposed emergency management building

The board approved Resolution 2025-51 to transfer unallocated "whole chunk" funds to the Building & Grounds budget to cover a down payment for a proposed Emergency Management building.
Committee members explained the payment covered an estimated fee that included design work and a 10% materials hold to secure current prices amid tariff and supply concerns. A staff explanation noted that the county owns the design work even if the full construction does not proceed and that county staff expect the 10% hold to be refundable if the board later declines to proceed with the build.
"So that this 15 roughly thousand dollars includes the design and the 10%," one supervisor summarized during the discussion. Questions were raised about who authorized the down payment and whether approval had been given in the joint General Government and Finance meeting; staff reported the joint committee had accepted the bid and put 20% down at that earlier meeting.
After discussion, the board approved the budget amendment by voice vote.
