Resident and supervisor questions focus on landfill finances and recycling during public comment

During public comment KJ Jacobson (Viroqua) and a resident, David Stovino, raised concerns about county operations. Jacobson reviewed historical financials for the landfill and recycling, said recycling contributed to past positive net positions, and questioned whether recycling paid part of an approximately $800,000 feasibility study. She told the board she spoke with the DNR about a closure escrow requirement and asserted the county’s tonnage forecast for the expansion is overstated: “There is no 22,800 ton need. Period.”
Later in the meeting Solid Waste Director Stacy Sanborn responded to questions about tonnage and financing. Sanborn said the department’s modeling used a conservative baseline (15,000 tons) and that the higher 23,000‑ton figure referenced the 15‑year airspace projection in the feasibility study; she also said tipping fees will increase to $65 per ton for 2026 to help cover costs. On the feasibility study she stressed that additional hydrogeologic review by the Wisconsin Geological and Natural History Survey and DNR hydrogeologists supported the site’s monitorability and overall stability given bedrock depth and existing landfill history.
