Commissioners approve purchase of buildings on New Birch Drive for Southeast Raleigh community library at $6.695 million

County facilities staff presented a proposal to acquire two buildings at 2802 and 2818 New Birch Drive in Southeast Raleigh as a site for a new community library. Mark Edmondson of Facilities Design and Construction said one building would double the current library size and that an appraisal supports the $6,695,000 purchase price.
Commissioner Waters moved to authorize the county manager to execute a contract to acquire the properties, subject to county attorney approval of terms; the motion was seconded and carried by voice vote. Commissioners said the acquisition will allow a larger, expandable facility that can serve the Southeast Raleigh community and avoid a gap in service — staff noted the current lease at the shopping-center location runs through 2028.
Edmondson said additional renovation plans and costs will be presented in subsequent meetings; commissioners asked that design work include digital access and maker-space features to bridge the digital divide in the vulnerable community the library will serve.
