Council approves SLIPA Draw #2 and discusses whether payroll counts as match

Interim CAO Jessie Chamberlin presented HB 355 (SLIPA) Grant Draw #2, requesting $126,334.10 to cover B&B Builders work (WO #8) and related supplies and payroll. She said the draw includes $86,792.79 for B&B Builders WO #8, $39,571.31 in supplies and $18,867.61 in payroll costs tied to relocating the parts storage room, and told the council staff is unsure whether payroll will qualify as allowable match for the grant.
Chamberlin asked the council to approve the draw “with and without the payroll costs,” depending on whether payroll can be counted as match. The council approved the draw with that contingency (motion by Alderwoman Larson, seconded by Alderwoman Rasmussen). Chamberlin also reported the SLIPA project available balance and earlier estimated grant and match amounts while discussing overall project financing.
