Council member (S1) said the packet felt "disorganized" and urged the group to go goal by goal. Mayor (S9) and other councilors agreed that the meeting should produce actionable steps and timelines, but they did not finalize adoption of the full plan.
Council member (S10) said he had previously drafted and moved a reprioritization of strategies and the mayor called a roll-call vote. The roll call recorded mixed support: some councilors voted yes, others no, demonstrating the lack of consensus. The council then agreed to treat the day as a workshop — capturing actionable items and timelines — and to return a finalized plan for a formal vote at a later regular meeting (target dates discussed included October 14 for an initial follow-up).
