Policy restricts who may attend certain executive sessions and forbids recordings

The policy places strict limits on who may attend certain executive sessions. For sessions concerning purchase or appraisal of real property the text states attendance "shall be limited to members of the public body, the attorney for the public body, and the immediate staff of the public body," and bars landowners, real estate agents, brokers, developers, or any person who "may profit directly or indirectly by a proposed transaction" from presence unless they are operating under an existing agreement to represent the public body.

To preserve confidentiality, the policy prohibits audio or video recording and camera photos within executive sessions: "In the interest of maintaining confidentiality of the information discussed during executive sessions, under no circumstances will audio/video recording or camera photos of executive sessions be permitted." It also requires board members and those requested to enter an executive session to turn off cellular telephones prior to the session unless there is a legitimate personal health or safety reason for leaving a device on.
