Nobles County commissioners approve routine business, tax abatement and ARPA childcare commitment

The Nobles County Board of Commissioners met in regular session on Aug. 19, 2025, and approved the meeting agenda and a consent agenda that included minutes, travel reimbursements and warrants. Commissioner Chris Dybevick moved to approve the agenda; Commissioner Robert S. Demuth seconded the motion and the board approved it.
The board opened and closed a public hearing to consider a property tax abatement for Parcel 04-0023-000 and later adopted Resolution 2025233 under Minnesota Statute 469.1813 approving the abatement. County Administrator Bruce Heitkamp reviewed the Nobles Home Initiative application during the hearing; no public comment was recorded. The meeting record notes: "It was duly passed to adopt Resolution 2025233 approving tax abatement to Suzanna Van Dokkenburg Parcel 04-0023-000 pursuant to Minnesota Statute 469.1813."
Beyond the abatement, commissioners approved a range of items including a law enforcement contract with the City of Wilmont, an amendment to Personnel Policy P-243B (Catastrophic Medical Leave) and the opening of the CML Sharing Bank to address an employee request. The board also approved a one-year professional services contract to implement Prosecutor by Karpel (PbK) for the County Attorney’s Office and authorized $1,200 in opioid-settlement funds to support a K9 program in Adrian.
In administrative business, the board appointed multiple citizens to the Comprehensive Plan 2050 Steering Committee and voted to commit $91,566.38 in remaining American Rescue Plan Act funds to Community Economic Development Associates (CEDA) to support child daycare efforts for the coming year. The meeting adjourned at 10:11 a.m.
