Town Manager Suzanne Harvey told Council the procurement code has not been updated in years and that the existing requirement for RFPs on projects over $10,000 is no longer practical. Harvey suggested requiring three quotes for routine projects and allowing the Town Manager to approve emergency expenditures up to $35,000; Town Attorney Thomas Benavidez agreed with the approach.
Mayor Wallace directed staff to return with ordinance language at the next meeting so Council can consider updating monetary thresholds and streamlining routine purchases. No ordinance was adopted at the March 26 meeting; the item was returned with direction to draft code changes.
