Huachuca City joins Cochise County agreement to pool opioid-settlement funds for regional programs

Huachuca City council unanimously approved Resolution 2026-01 on March 12, authorizing an intergovernmental agreement (IGA) with Cochise County to pool opioid-settlement funds and pursue regional mitigation projects.
Town Manager Suzanne Harvey reminded the council that the town previously agreed to pool its small settlement share with the county because local amounts are limited and county administration can facilitate compliant spending. Harvey said Cochise County's pooled account currently holds about $3,000,000 collected from participating jurisdictions; Huachuca City's share to date is roughly $28,000. The IGA establishes an advisory board that will include municipal representation so cities and towns retain input on project selection.
Councilmembers approved the IGA unanimously. Harvey said she hopes the pooled funds will support projects that mitigate the opioid crisis's impact countywide and that staff will report back as projects are proposed and selected.
