Huachuca City council voted unanimously on March 12 to direct staff to begin the Truth in Taxation public notice process as part of next year's budget planning.
Town Manager Suzanne Harvey and finance staff presented estimates showing three illustrative options: a neutral-rate scenario that would increase town revenue by about $17,765 (rate ~1.3619), a midpoint that would yield roughly $128,000, and a maximum-allowable scenario of about $139,000. Staff used a $100,000-home example to show the midpoint would raise a homeowner's annual tax bill by about $12 and the maximum by about $24. Councilmembers emphasized that no final rate decision was made tonight and that the notices and required public hearings would be scheduled as the budget process continues.
Suzanne Harvey said the early step gives the town flexibility during budget deliberations. The council's direction authorizes staff to draft and publish required notices and to include the topic in upcoming budget hearings where the council will decide whether to adopt a rate above the neutral level.
The council approved the motion unanimously. Next steps include the production of the formal truth-in-taxation notices and scheduling the statutorily required public hearings during the budget cycle.
