Authority hears informational presentation on 101-unit Kemmer Road housing proposal

The Manistee County Brownfield Redevelopment Authority heard an informational presentation on March 12 from Allen Edwin Homes on a proposed Kemmer Road residential development that would total 101 units, including 87 single-family homes and 14 duplexes.
Planning Director Katie Gruenberg introduced the item and said, "The presentation was informational only." The development team described a mix of 79 rental units and 22 for-sale units, and said 24 units would be designated as income-restricted workforce housing for 10 years at up to 100% of Area Median Income (AMI). Projected rents for the income-restricted units were provided by bedroom count during the presentation.
The developers said construction is expected to occur over an approximately five-year period, with total estimated project costs between $26.6 million and $27 million. Authority members generally signaled support for the overall concept while asking for additional detail on water and sewer amenities and financial modeling for incentive structures.
Next steps: the development team will return with additional modeling and possible revisions to the plan before a formal Brownfield Plan is submitted; the Authority also left open the possibility of a special meeting or work session to review updated information.
