The Kay County Excise Board on May 11, 2026 approved its Cash Fund Estimate of Needs and Requests for Appropriations, allocating a total of $587,812.47 to Highway funds and approving a slate of other fund amounts.
The Highway total of $587,812.47 was broken out by district: District 1 $241,180.91; District 2 $180,890.63; District 3 $165,740.93. The board also recorded $377,742.10 to County Sales Tax (JFA); Bond-ST (PBA) $141,582.49; Rural Fire ST $147,520.04; and Use Tax total $168,846.03 (County $94,293.85; PBA $31,969.20; RFD $31,937.24; EMS $10,645.74).
Smaller or designated settlement amounts approved included ARPA $76.70; Opioid Settlement $844.67; Juuls E Cig Settlement $26.55; and a $9,000 reimbursement from the City of Blackwell for Pictometry that was added to County Use Tax. The motion to approve the Cash Fund Estimate was made by Member Christy Kennedy and seconded by Chairman Jeff Wilson; recorded votes were Wilson, aye; Kennedy, aye.
