Estes said project design should avoid dumping concentrated flows that cause erosion and that developers often deliver under-designed systems; he asked the county to consider ten-year warranties or maintenance requirements to reduce long-term repair costs. He told commissioners he was encouraged by public-works staff reviewing more resilient designs and emphasized that earlier action would prevent under-designed systems being built to current standards.
