City manager: council set parameters for $75M in GO debt, demolition and sports‑park RFQ moving forward

City Manager Paul Grimes told the Visit McKinney board the City Council recently adopted a parameters ordinance authorizing new debt issuance for several near‑term capital projects. “At the last city council meeting the council adopted parameters ordinance,” Grimes said, explaining the cycle includes about $75,000,000 in general‑obligation debt for public safety, streets and related uses and about $25,000,000 of water and wastewater revenue bonds.
Grimes said the council has also authorized a demolition contract for Old City Hall and the old Development Services Building; the contract begins upon notice to proceed and will last 120 days. He said the council authorized phase‑one engineering for a parking deck north of Harvest and is preparing to bring an RFQ‑result for a roughly 230‑acre regional sports park to the April 7 council meeting to request authorization for exclusive negotiations with a proposer. Grimes also noted upcoming community events, retirements being honored, an April 13 affordable housing summit, and a recent city population estimate of about 237,521.
