Council approves CDBG and community grant adjustments, transfers $40,000 to Samaritan Inn

City staff presented proposed administrative and programmatic changes to the current community development block grants (CDBG) and the upcoming community support grant year, including expanding subrecipient eligibility, using leftover CDBG‑CV pandemic funds for senior wellness programs for unhoused seniors, and moving $40,000 in community support grant funds from an organization identified as Community Lifeline (described as no longer active under state records) to the Samaritan Inn.
"We are also... transferring the funds of $40,000 from the organization of Community Lifeline, which is no longer in existence by the state of Texas, and moving it in the transfer of agreement between the 2 parties to the Samaritan Inn," the presenter said, summarizing the recommended adjustments. With no members of the public choosing to speak on the item, Councilman Cloutier moved to approve the staff recommendations and close the public hearing; the motion was seconded and approved.
Councilmembers discussed outreach and the grant timeline; staff noted the FY26–27 grant awards will begin on Oct. 1 and that application deadlines for the community support grant will close on April 3. The approved adjustments also authorize limited use of CDBG funds for small nonprofit subrecipients to perform accessibility and minor repair work in the community.
