Union City Board sets teacher pay floor, payroll timing in adopted policy

The Union City Board of Education adopted a salaries-and-expenses policy that says: "It is the policy of the Union City Board of Education that no teacher shall be paid less than the state schedule." The document, adopted June 13, 2022 and revised through July 14, 2025, also requires administrators' salary and fringe schedules be filed with the State Department of Education by Oct. 1 each year.
The policy sets routine payroll rules: "All teachers shall be paid not later than the 30th day of each month. If the 30th falls on a weekend or a holiday, teachers shall be paid on the last preceding school day." It directs that full-time employees exempt from the Fair Labor Standards Act be paid on a 12-month basis. For state salary increments and retirement, the board notes that no teacher will be granted credit for more than five years of certain military or out-of-state/country teaching experience for state purposes, while allowing the local schedule to credit more years if the board chooses.
