Mayor Jenny Taylor said she had developed a matrix with three options and will provide additional information at the April council meeting to guide council direction and help the city secure grants by having clearer ordinance language.
Members of the public raised affordability and implementation concerns. Resident Brian McNamara asked for a homeowner meeting to review hook‑up requirements and sought financial justification for costs; Rick Jessel and Stan Roth urged more property owners to connect to the system to spread costs among more users. Attorney Robert Muth noted the moratorium relates to penalty provisions and that six months apply for that aspect of the moratorium.
Councilmember Jeff Breckel asked the body to revisit recommendations from a citizen committee; Mayor Taylor said staff will provide an updated matrix for council consideration in April. Several members asked for public engagement and more transparent cost figures before making final ordinance changes.
