Council approves Rock Creek intake work, redirects water-plan funds; vote 4–1

The Stevenson City Council on March 19 authorized Grayling Engineering to proceed with Phase 2 of the Rock Creek Intake Rehabilitation, approving a contract not to exceed $257,745 and redirecting $170,000 from the city’s water system plan to fund the work. Public Works Director Cody Rosander described the scope as diver and camera inspections, jetting services, construction and bidding management, and design for a new intake to address restricted water flow.
Council approved the motion after staff said the project faces a stringent timeline and that staff would continue pursuing grants. The council also approved a supplemental budget of $87,745 to be used if needed. The motion passed 4–1; Councilmember Dave Cox voted no. The formal motion to approve the Grayling Engineering scope was made by Councilmember Jeff Breckel and seconded by Councilmember Erin Minnis.
The vote leaves the city positioned to begin technical inspections and design work while funding and grant avenues remain under active pursuit. Staff indicated the work is intended to identify the root cause of the restricted flow and produce design options for a new intake.
