Cathy Menefee of the Tramman Group reviewed the proposed FY2025–26 Estimate of Needs, saying the upcoming budget reflects approximately a $16 million increase from last year and totals roughly $75 million in estimated needs. Menefee cautioned the board not to rely on volatile revenue sources such as interest earnings and noted that some revenues are one‑time or restricted and must be allocated carefully.
Officials reminded the board of statutory and procedural limits: counties may budget only 90–95% of projected revenues; the minutes record that $61,413,072 is the amount the board can budget. Chairman Rod Cleveland said the County Assessor will take the Ad Valorem Certification to the Excise Board at the end of the month for certification; Douglas Warr noted the county will prepare an abstract on June 15 and that the Excise Board report is typically presented around Aug. 1. The board set a goal to have budget approvals completed by June 10, 2025, and directed the Clerk to publish the Estimate of Needs and schedule a public hearing and additional special meeting for public comment.
