Salem Township opens bids for 6,100 ft. of double-wall plastic pipe; awards to be decided May 20

The Salem Township Board of Supervisors opened bids on May 18 for approximately 6,100 linear feet (various sizes) of double-wall plastic pipe at a meeting in Greensburg. Supervisors recorded bids from Pleasant Unity Supply and Ferguson Waterworks with per-foot prices listed for diameters from 12 inches to 48 inches and for rolled 4- and 6-inch pipe.

Supervisor Todd Paulich moved to open the bids and Supervisor Kerry Jobe seconded; the motion passed by majority vote. The minutes list prices such as $7.85/ft for 12-inch pipe (Pleasant Unity Supply) and $83.44/ft for 48-inch pipe (both bidders listed equal figures for some sizes). The board recorded the bids as delivered-per-foot amounts for each size rather than a single lump-sum contract.

During the opening, resident Eric Hageder asked whether the contract would be awarded in whole or by size. Kerry Jobe said the township "usually it is awarded by size," and noted that asphalt bids are sometimes allocated to more than one company according to the lowest bidder for each specification. The board then voted to hold all pipe bids for formal award at the scheduled supervisors' meeting on May 20, 2026 at 7:00 p.m.; the minutes record that Supervisors Jobe and Paulich voted in favor and Supervisor Zundel was absent.

The award-by-size approach means the township may split quantities across multiple vendors depending on which company offers the lowest per-foot price for a given diameter. The board said it will verify tie-breaking and award procedures with legal counsel before finalizing any contracts.
