He said federal grant funding and state grants are below budget largely because of timing differences between grant and budget fiscal years, and that a Patagonia migration disrupted Medicaid Title XIX billing, affecting reimbursements.
Kulka highlighted expenditures that are under budget (salaries and wages, benefits, travel and training) and a few over‑budget categories (insurance; office equipment and furniture; memberships/subscriptions), noting timing and front‑loaded payments as explanations. He recommended creating a revenue calendar and working with IT to produce a grants receivable report to improve forecasting and reduce temporary shortfalls.
