Paul Holleran, vice chair, moved to accept the Clean Express Auto Wash #625 application as complete, and the commission voted unanimously to do so. The minutes note that the application originally listed a different agent and that "Documents were submitted after hours today for Solicitor Thomas to review," who warned ownership documents "may not be sufficient and that additional documents may be required."
The commission recommended tabling the plan pending resolution of ownership and modification requests and approved three formal exception recommendations on unanimous votes: an exception to SALDO Section 602.F.1 allowing the 13 existing front parking spaces to remain 9' by 18' rather than the 9' by 20' standard; an exception to SALDO Section 601.B.2 to waive the 2-acre minimum lot size for this non-residential redevelopment; and an exception to Section 307 of the Stormwater Management Ordinance. Commissioners also listed detailed plan revisions the applicant must submit, including cover-sheet items (owner and developer names/addresses, engineer certification and license number), full exterior tract boundaries prepared by a Professional Land Surveyor or Landscape Architect, building setbacks (40' from US Route 22; 30' from Hollywood Boulevard and Vine Street; 15' side and rear), parking and loading dimensions (one loading space minimum 12' x 35' or vertical clearance not less than 10'), internal circulation, sign location and details, stormwater plan approval from the Township Engineer, WCCD E&S approval, DEP Component 3, FTMSA and Township tap allocations, and an MAWC verification letter.
Jeff Holzer, project engineer for Kimley-Horn, was present to receive the commission's comments. The commission's recommendations and the flagged ownership questions will be forwarded to the Board of Supervisors for consideration; the modification requests must be submitted to the Board no later than noon on May 13 for inclusion on the May agenda.
