South Burlington board continues Rice Memorial athletic upgrades to allow stormwater sign-off

The South Burlington Development Review Board on April 15 continued a hearing on site-plan application SP-2506 and conditional-use application CU-2501 for Rice Memorial High School to allow time for city stormwater review and for the applicant to provide more detailed stormwater materials. Chair Quinn Mann set the continued hearing for May 6 after staff and applicants discussed outstanding stormwater items and the board indicated a city sign-off would be sufficient for moving toward a draft decision.
Greg Dixon, the project's civil engineer with Krebs and Lansing, described the filing as a "phase 2" for the school's athletic facilities, which proposes four tennis courts, an equipment storage shed, pervious and impervious walkways, bleachers and an accessory building that would include concessions, bathrooms and a press box at 99 Proctor Avenue. Dixon told the board the state stormwater permit for the broader project has "been in the process of kind of working its way through the state for almost two years now" and that "the state stormwater permit is still dragging its feet a little bit," explaining the applicant's request for additional time to secure city-level sign-off.
The board agreed to continue the hearing so the applicant can submit the planned stormwater solutions — including an infiltration basin by the tennis courts, continued use of pervious walkways near the turf field, and discharge details for the small structure — to the city's stormwater staff for review. Chair Quinn Mann said a city sign-off will be sufficient for the board to proceed toward a draft decision. The board made and seconded a motion to continue the hearing to May 6; the chair announced "Motion carries."
